Mediation is an agreement-reaching process in which SERC will provide a highly-trained mediator to assist all consenting parties in resolving their dispute in a collaborative and informed manner. The mediator has no authority to decide the issue, and mediation is not a substitute for independent legal advice. Agreements made during mediation remain in the hands of all parties in attendance.

La mediación es un proceso para llegar a un acuerdo en el que SERC proporcionará un mediador altamente capacitado para ayudar a todas las partes que consienten a resolver su disputa de manera colaborativa e informada. El mediador no tiene autoridad para decidir el asunto, y la mediación no reemplaza el asesoramiento legal independiente. Los acuerdos hechos durante la mediación quedan en manos de todas las partes presentes.

Missy Downer

Ms. Downer is a court-approved mediator and licensed professional counselor with a private practice in Midwest City. She has over twenty-five years of experience working with children and families in various capacities.  Currently, she counsels and mediates difficult and high-conflict issues through her private practice.

La Sra. Downer es una mediadora aprobada por la corte y consejera profesional licenciada con práctica privada en Midwest City. Tiene más de veinticinco años de experiencia trabajando con niños y familias en diversas capacidades. Actualmente, asesora y media en asuntos difíciles y de alto nivel de conflicto a través de su práctica privada.

Rob Keiter

Dr. Keiter serves as Program Coordinator for the Special Education Resolution Center. He is a court-approved mediator and founder of Keiter Mediation – an Oklahoma City-based mediation firm providing professional mediation services and court-approved mediation training. Rob earned his doctorate in ministry from Oral Roberts University.  Prior to launching his own mediation practice in 2015, he served as Associate Director with the Mediation Institute from 2011-2014.

El Dr. Keiter se desempeña como Coordinador de Programas para el Centro de Resolución de Educación Especial. Es un mediador aprobado por la corte y fundador de Keiter Mediation, una firma de mediación con sede en la ciudad de Oklahoma City que brinda servicios profesionales de mediación y capacitación en mediación aprobados por la corte. Rob obtuvo su doctorado en ministerio de la Universidad Oral Roberts. Lucy Kroblin

Lucy Kroblin joined the SERC mediator panel in 2007. Ms. Kroblin is an attorney in Tulsa, Oklahoma. She earned her juris doctorate from the University of Tulsa. Ms. Kroblin has a bachelor’s degree in sociology from Saint Mary’s Notre Dame. She has over 25 years of mediation experience and currently mediates domestic and agricultural cases.

Hugh Rineer

Hugh Rineer joined the SERC mediator panel in 2007. Mr. Rineer is an attorney-mediator in Tulsa, Oklahoma. He earned his Juris doctorate from the University of Tulsa. He has served as a Special District Judge for the 14th Judicial District, Tulsa, Oklahoma. Mr. Rineer is currently an Adjunct Settlement Judge for the Northern District of Oklahoma and a member of the Adjunct Faculty at the University of Tulsa, College of Law, teaching mediation.

Russell S. (Russ) Cochran 

Russ Cochran joined the SERC mediator panel in 2023. Russ is an Oklahoma City-based attorney. He earned his Juris doctorate at Regent University School of Law in Virginia Beach, Virginia in 1992. He also holds a Bachelor of Arts degree from Samford University. He recently founded SKYDANCE LAW, PLLC, a law practice that is substantially focused on private mediation. He is a certified Civil and Commercial and Family & Divorce mediator with the Oklahoma Early Settlement Program and regularly volunteers mediation services in Oklahoma County. Previously, Russ has served as an Assistant District Attorney in Pottawatomie & Lincoln Counties, an Assistant Attorney General, and as General Counsel at the Oklahoma Bureau of Narcotics. Before law school, Russ spent ten years as an active-duty Air Force officer. 

Karen Langdon 

Karen Langdon joined the SERC panel of mediators in 2023. Prior to her retirement, she worked as an attorney with Legal Aid Services of Oklahoma and served as the Assistant General Counsel for Blue Cross Blue Shield. She graduated with a master’s in Sociology from Arizona State University and a juris doctorate from the University of Tulsa.  

Jennifer Pollard  

Ms. Pollard joined the SERC mediator panel in 2023. She is a court-approved mediator and founder of Pollard Mediation in Tulsa, OK. She completed her undergraduate studies at Texas Tech University. Jennifer has over 15 years of mediation experience, specializing in divorce and family law matters.  

Gena Timberman 

Gena Timberman joined the SERC mediator panel in 2023. She graduated from Oklahoma State University in 1996 and the University of Oklahoma College of Law in 1999.  Gena is a court-approved Civil and Commercial mediator in Oklahoma and focuses her law practice on Indian Country Business Development, Project Management, Tribal Consultation, and Educational Program Development.  Gena lives in Oklahoma City and is a member of the Choctaw Nation of Oklahoma.
