Mediation is an agreement-reaching process in which SERC will provide a highly-trained mediator to assist all consenting parties in resolving their dispute in a collaborative and informed manner. The mediator has no authority to decide the issue, and mediation is not a substitute for independent legal advice. Agreements made during mediation remain in the hands of all parties in attendance.

Mediator Membership


Missy Downer

Ms. Downer is a court approved mediator and licensed professional counselor with a private practice in Midwest City. She has over twenty-five years of experience working with children and families in various capacities.  Currently, she counsels and mediates difficult and high conflict issues through her private practice.

Rob Keiter

Dr. Keiter serves as Program Coordinator for the Special Education Resolution Center. He is a court approved mediator and founder of Keiter Mediation – an Oklahoma City-based mediation firm providing professional mediation services and court approved mediation training. Rob earned his doctorate in ministry from Oral Roberts University.  Prior to launching his own mediation practice in 2015, he served as Associate Director with the Mediation Institute from 2011-2014. 

Lucy Kroblin

Ms. Kroblin is an attorney in Tulsa, Oklahoma. She earned her juris doctorate from the University of Tulsa. Ms. Kroblin has a bachelor’s degree in sociology from Saint Mary’s Notre Dame. She has over 25 years of mediation experience and currently mediates domestic and agricultural cases. 

Hugh Rineer

Mr. Rineer is an attorney-mediator in Tulsa, Oklahoma. He earned his juris doctorate from the University of Tulsa. He has served as a Special District Judge for the 14th Judicial District, Tulsa, Oklahoma. Mr. Rineer is currently an Adjunct Settlement Judge for the Northern District of Oklahoma and a member of the Adjunct Faculty at the University of Tulsa, College of Law, teaching mediation.
